The Coalition for Government Procurement welcomes the opportunity to work with Emily Murphy, nominee for the next Administrator of the General Services Administration (GSA). Known for her integrity and leadership, Ms. Murphy is an expert in Federal procurement policy and execution. Her wealth of experience, specifically, her time in the Executive Branch, her work concerning the legislative and oversight efforts of several committees on Capitol Hill, and experience in the private sector, demonstrate that she would be a critical leader for GSA during this time of reform and transformation.
Ms. Murphy previously served as the inaugural Chief Acquisition Officer (CAO) at GSA, leading the transformation of the agency’s assisted acquisition centers. Significantly, as GSA’s CAO, she oversaw the consolidation of the Federal Supply Service and the Federal Technology Services. As a Senior Advisor at the Small Business Administration, Ms. Murphy oversaw efforts that radically reduced cycle times and resulted in the agency’s first achievement of its 23% prime contracting goal. Further, she has served both the House Small Business Committee and the House Armed Services Committee, pursuing a progressive legislative agenda that resulted in more than 100 provisions becoming law. In addition to her government service, Ms. Murphy has held executive positions in the private sector, including practice as a government contracts attorney.
The Coalition encourages the Senate and the Homeland Security and Government Affairs Committee to act quickly on the nomination of Emily Murphy as GSA Administrator. She will provide GSA with a unique skillset, derived from years of successful leadership in the procurement community, and she will be a strong leader to implement common sense procurement policies government-wide.
