It is HOT! The Dog Days of Summer are officially here. This Wednesday Lindy Bathurst, our summer intern, and I braved the heat and walked to attend a meeting at the White House Conference Center. The Coalition was invited by OMB’s Office of Federal Procurement Policy (OFPP) to participate in a Myth-Busting Phase 2 Workshop. Myth-Busting Phase 2 is the next step in OFPP’s efforts to improve communication between Government and industry during the procurement process. Phase 2 will focus on identifying and addressing misconceptions held by vendors regarding communication with agency personnel. The Coalition lauds OFPP for its efforts. Improved communication is critical to ensuring our procurement system meets agency mission requirements while providing best value to the taxpayer. Effective communication improves requirements development, enhances competition, and increases mutual understanding leading to better performance outcomes for government, industry and the taxpayer.
As you may recall, last December the Coalition was honored to participate in an initial “Myth-Busting” brain storming session addressing misconceptions held by Government agencies and acquisition workforce personnel regarding communication with industry during the procurement process. In addition to meeting with industry associations, OFPP also met with procurement professionals throughout Government. On February 2nd, of this year Administrator Dan Gordon issued a memorandum with the subject line “Myth-Busting”: Addressing Misconceptions to Improve Communication with Industry during the Acquisition Process. The memorandum should be required reading for anyone (Government or industry) working in the procurement system. I anticipate the second phase of Myth-Busting will result in a similarly valuable document. I also look forward to the next steps of the current effort where OFPP will be seeking lessons learned and examples of effective communication techniques to be shared with the procurement community. If anyone out there reading this Comment has a great lesson learned or example of effective communication during the procurement process, please let me know. The Coalition will be providing OFPP with lessons learned and/or examples.
