Don’t Miss the Coalition’s Small Business Summit on November 19!

As we gear up for the Fall Training Conference – The 2025 Federal Market: What’s Next? on November 20-21, the Coalition is thrilled to offer our members the opportunity to attend another unique event the day before the conference!

On November 19, the Coalition will host our second annual Small Business Summit, a half-day forum featuring key insights and analyses into the latest developments regarding small business policy, subcontracting, teaming, joint venture agreements, and more. The program will consist of three valuable sessions featuring experts from government and industry, and the chance to network with peers in the procurement community. The Small Business Summit is an excellent opportunity for both small and large businesses to increase their knowledge about small business policy and what makes for a successful, sound business relationship.

Agenda

Small Business Administration (SBA) Regulatory Update

The SBA Regulatory Update session, featuring guest speaker John Klein, SBA Deputy General Counsel, will provide key insights into recent and upcoming regulatory changes impacting small businesses. Attendees will be informed on the latest SBA policies, including mentor protégé joint ventures, size recertification, HUBZone, 8(a), and how they affect compliance and opportunities in federal contracting.

SBA’s Process for Reviewing Individual and Class Waivers of the Nonmanufacturer Rule (NMR)

Chris Clarke, SBA Attorney, will provide a refresh of the nuts-and-bolts of pursuing and securing NMR waivers, as well as the NMR impacts on small business participation in federal procurement.

Enforcing Workshare Requirements under Teaming Agreements, Subcontracts, and Joint Venture Agreements

This session will explore practical approaches for ensuring that workshare obligations are met in teaming agreements, subcontracts, and joint ventures. Attendees will gain valuable insights on managing these agreements to safeguard their business partnerships and maintain compliance in federal contracting. Panelists include Small Business Committee Co-Chairs:

  • Moderator: Jim Wrigglesworth, Vice President, Wrigglesworth Enterprises.
  • Ken Dodds, General Counsel & Executive Vice President, The Coalition for Government Procurement;
  • David Black, Partner, Holland & Knight; and
  • Jon Williams, Partner, PilieroMazza

This event is complimentary to all Coalition members, and both in-person and virtual attendance are available! We look forward to seeing you on November 19 to start the conversations of “what’s next” for federal procurement ahead of the Fall Training Conference.
