Coalition Mid-Year Recap

The Coalition for Common Sense in Government Procurement is excited to share a recap of our activities from the first half of 2025 which we have pursued to advance common sense in government procurement! Since the beginning of the Trump Administration in January 2025, we have worked tirelessly to keep members updated on the Federal Government’s efforts to reform the procurement system so that it is more efficient and cost effective for taxpayers. We launched new resources, hosted events and forums, developed regulatory comments, and provided members with the latest updates through webinars, publications, and more. Check out a summary of our 2025 agenda so far below!

Transition and Acquisition Policy Reform Resources

To support our members through a year of change, a number of resources and tools have been created to guide members through key transitions and policy shifts.

  • Presidential Transition Resources

In January, we launched our Presidential Transition Resources Page to keep members informed on the new Administration’s Executive Orders relevant to contractors, agency guidance, and analysis from member law firms.

  • Government Procurement Efficiency List (GPEL)

In April, we published the Government Procurement Efficiency List (GPEL) page. The GPEL provides recommendations to the Federal Government to improve the efficiency and effectiveness of the procurement system. The page includes a white paper on exempting commercial acquisitions from unnecessary Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement clauses; detailed GPEL reform tables highlighting issues like contract duplication and Multiple Award Schedule inefficiencies; and draft analyses of several FAR parts in support of the Revolutionary FAR Overhaul (RFO).

  • Executive Order (EO) Deliverables Table

In June, we released the Executive Order Deliverables Table, which includes a sortable table outlining key Executive Orders impacting federal contracting with summaries and major deliverables for federal agencies and contractors with due dates. The table can be found on the Presidential Transition Resources Page.

  • FAR Rewrite Resources

In July, we launched the FAR Rewrite Resources Page covering the Federal Government’s RFO initiative. Under the RFO, GSA is leading an effort to streamline the FAR so that it contains “only provisions required by statute or essential to sound procurement.” The page includes FAR deviations published on the RFO website; Coalition analysis of the deviations; and member articles and analysis on the RFO.

Events & Trainings

  • Spring Training Conference: The New Federal Market

On June 25-26, we hosted our annual Spring Training Conference at the Fairview Park Marriott in Falls Church, Virginia. The theme of this year’s event was The New Federal Market. During the conference, we were fortunate to be joined by government agencies, including the General Services Administration (GSA), the Department of Veterans Affairs (VA), Department of Defense, and the Office of Management and Budget, as well as industry leaders to discuss how procurement developments under the new Administration are reshaping the federal market and bringing new opportunities for contractors. Thanks to the incredible support of our members and government participants, this year’s Spring Training conference was the largest to date!

  • Navigating Government Contracting in the New Federal Market

On April 24, the Coalition co-hosted an event with Holland & Knight at the Ritz-Carlton in Tysons, Virginia. This forum helped government contractors and subcontractors understand and navigate the rapidly changing procurement landscape in the new Administration’s early months. The expert lineup of keynote speakers and panelists included GSA Senior Advisor Mike Lynch, Former Congressman and current Holland & Knight Partner Tom Davis, and several expert attorneys. The Coalition sincerely thanks Holland & Knight for sponsoring the engagement.

The Coalition remains committed to tracking key acquisition policy issues and advising members on the latest developments in contract regulation and legislation. This year, we have authored comments and other correspondence to the government that contributes to the public dialogue on procurement policy. We have provided comments, recommendations and thoughts to the government on several topics, such as:

In March, we published our 2024 Year in Review highlighting significant accomplishments, initiatives, and events from the previous year.

  • Federal Market Report

In June, we published our FY24 Annual Market Reportexclusive for membersThe report provides members with over 80 pages of market analyses on the Federal market, including sales data on the GSA and VA Schedules, governmentwide contract vehicles, Federal healthcare contracts, and more.

  • FAR & Beyond Blogs

The FAR & Beyond blog is a weekly procurement blog written by Coalition President Roger Waldron that provides a “must-read, in-the-know” commentary on the latest in Federal acquisition. So far this year, 25 FAR & Beyond blogs have been published on topics including:
