The Governmentwide Day on May 13 will focus on how the General Services Administration (GSA) is positioning itself to support the federal mission moving forward, consistent with the Administration’s priorities. Sessions will explore how GSA is adapting its approach to acquisition, enhancing coordination across government, and strengthening its role as a central partner in delivering mission outcomes. Attendees will learn how these developments will impact procurement strategies and engagement with GSA going forward.

Keynote Address: GSA Administrator Edward C. Forst

We are honored to invite the Honorable Edward C. Forst, GSA Administrator, to deliver keynote remarks on GSA’s role in supporting the federal marketplace and advancing the Administration’s acquisition priorities. Building on his remarks at the Winter Training Conference, we will hear Administrator Forst’s vision for GSA, including key priorities and initiatives for the agency.

Federal Acquisition Service Update

We have invited Laura Stanton, Federal Acquisition Service (FAS) Deputy Commissioner, to provide an update on FAS, including key priorities, initiatives, operational developments, and how industry can best support FAS.

The Revolutionary FAR Overhaul Practitioners Panel

GSA leaders Jeff Koses, Larry Allen, and Polly Hall will discuss the ongoing Revolutionary FAR Overhaul (RFO), including its objectives, current efforts, and how these reforms are expected to impact acquisition policy, processes, and outcomes across government[KQ1] .

Luncheon Keynote: Budget & Legislative Updates

Moshe Schwartz, Coalition Defense Fellow and President of Etherton & Associates, will provide an overview of the federal budget and legislative landscape, including key developments on acquisition policy and program funding.

“Nuts & Bolts” Breakout Sessions: GSA in the New Revolutionary Federal Market

In the afternoon, attendees can engage in focused “Nuts & Bolts” discussions highlighting GSA’s 5 new acquisition organizations: CENTRALIZE, CREATE, ASSIST, DELIVER, and OPTIMIZE. GSA leadership from each organization will discuss their mission and structure. Attendees will gain a clearer understanding of how these GSA functions will support agency needs and impact acquisition strategies across government.

GSA to Increase Transactional Data Reporting in MAS Refresh 31 in April  

The General Services Administration (GSA) announced that Multiple Award Schedule (MAS) Refresh 31 will be issued in April 2026 and will include updates to Transactional Data Reporting (TDR) requirements. 

As part of the update, four existing TDR data elements will transition from optional to mandatory. In addition, new data elements are being introduced and will become mandatory once they are available in the FAS Sales Reporting Portal (SRP). GSA will provide advance notice ahead of their implementation. 

This update aligns with the broader expansion of TDR to cover all remaining services Special Item Numbers (SINs), establishing TDR as a mandatory reporting requirement across the MAS program. For more details, see GSA’s announcement here


GSA Highlights Early Successes from Revolutionary FAR Overhaul 

In a recent blog post, GSA Senior Procurement Executive Jeff Koses highlighted three procurement success stories from the ongoing Revolutionary FAR Overhaul (RFO). The post emphasizes that the RFO is a real culture change because it empowers the acquisition workforce to use new flexibilities. The following are three examples provided by Mr. Koses. 

One example involves the procurement of a SaaS digital analytics platform by GSA’s Technology Transformation Services (TTS). Using a focused comparative evaluation, TTS reduced the estimated cost from $3.5 million to approximately $2 million, achieving 43 percent savings and awarding the contract in 21 days. 

A second example from GSA’s Assisted Acquisition Service (AAS) highlights the use of an oral acquisition plan, which replaced a written document and saved approximately four weeks. The approach improved communication through real-time discussions while maintaining auditability through AI transcription. 

The final example from GSA’s Federal Acquisition Service (FAS) describes a competitive FAR 8.4 procurement centered on oral presentations with limited written submissions. Under new RFO flexibilities, the contracting officer accepted missing materials after the deadline because doing so did not delay the procurement, allowing the vendor to remain in the competition. 


GSA Extends Comment Period on AI Clause 

On March 19, the General Services Administration (GSA) released an update to MAS Refresh 31. 

Notably, GSA confirmed that it will not include the proposed AI clause (GSAR 552.239-7001) in Refresh 31. In addition, in response to industry feedback, the public comment period for the clause has been extended to April 3, 2026, with consideration for inclusion in Refresh 32.

Coalition Collecting Feedback on Army MAPS Draft RFP

The Coalition is collecting member feedback on Draft 5 of the Army’s Marketplace for the Acquisition of Professional Services (MAPS) Request for Proposals (RFP) and plans to submit a letter to the government outlining key concerns.

Draft 5 reflects updates to Sections C, H, L, and M of the solicitation, including changes to evaluation criteria, past performance, and price evaluation factors.

Bill Proposes New Requirements for VA Electronic Health Record Rollout 

Fedscoop reports that Rep. Nikki Budzinski (D-IL) has introduced a bill that would establish new requirements and performance baselines for the Department of Veterans Affairs’ (VA) electronic health record (EHR) modernization program. 

The legislation would require the VA to define standardized clinical processes, business workflows, technical baselines, performance metrics, and reporting requirements before expanding the system to additional facilities. It would also require the VA to demonstrate consistent improvements within two years. If those requirements are not met, the VA would be prohibited from issuing new work under the contract. 

The bill comes as the VA plans to expand the EHR rollout to 13 additional sites in 2026. Despite past delays and challenges, VA leadership has expressed confidence in the program’s relaunch as the department prepares for future deployments. 


Army Refines Approach to Right-to-Repair Reform 

Federal News Network reports that the Army is continuing its push for right-to-repair reform, even after related provisions were removed from the fiscal year 2026 National Defense Authorization Act (NDAA) following industry pushback. 

Army Undersecretary Michael Obadal said that the Army is working with Congress to refine a more targeted approach. He emphasized that any new proposal would be “very narrow,” focusing on specific systems, timelines, and use cases rather than broad intellectual property (IP) changes. Obadal noted that the Army does not seek rights to all types of IP, particularly exempting commercial software, where vendors are expected to maintain updates and security. However, he emphasized the need for greater access to technical data for weapon systems to support repairs within the Army’s organic industrial base. 

The renewed effort follows broader right-to-repair proposals that had gained support in Congress and the Department of War but were ultimately removed from the final NDAA. Lawmakers supporting the effort have indicated that they will continue to seek a more targeted, bipartisan approach. 


DoW Previews “JWCC Next” Cloud Contract 

Meritalk reports that the Department of War (DoW) is preparing the next iteration of its Joint Warfighting Cloud Capability (JWCC) contract, JWCC Next, with a focus on improving financial oversight and visibility into cloud spending. 

According to DoW Chief Information Officer Kirsten Davies, JWCC Next will expand the current program into a unified cloud marketplace. The initiative is expected to incorporate additional providers, along with financial operations tools, automation, and multi-cloud management capabilities to support cost control and interoperability across the department. 

The original JWCC contract, awarded in 2022, is a 10-year, $9 billion vehicle that has already generated more than $3 billion in task orders. Davies noted that JWCC Next will address inefficiencies in the current environment, where cloud services are managed across multiple contracts and authorization points. The updated approach aims to improve financial transparency, strengthen oversight of cloud resources, and enhance the DoW’s ability to track and manage cloud spending. 

JWCC Next is expected to launch in the second quarter of fiscal year 2026. 


Space Force Implements New Portfolio-Based Acquisition Strategy 

MeriTalk reports that the U.S. Space Force has implemented nine acquisition portfolios as part of a broader push at the Department of War to modernize and accelerate weapons procurement. These portfolios will replace traditional program executive offices with Portfolio Acquisition Executives (PAEs). PAEs will have direct authority over programs, allowing them to make faster decisions. They will report to Service Acquisition Executives. 

The Space Force has rolled out its PAEs in phases, starting with Space Access and Space-Based Sensing and Targeting, followed by additional portfolios focused on missile warning and tracking, infrastructure, battle management and space intelligence, and satellite communications and navigation. Three areas that are still in development are Space control; Electronic, Cyber, & Orbital Warfare; and Integration. 


Healthcare Corner: VA Announces May 12 MSPV PPE Industry Day at Spring Conference 

The Department of Veterans Affairs (VA) announced its PPE Industry Day on May 12 in conjunction with the Coalition’s Spring Training Conference. The in-person Industry Day will be held at the Fairview Park Marriott in Falls Church, VA and begins at 8:00 AM (ET). More details on the agenda can be found below. 

This event is intended to bring together suppliers, manufacturers, and industry stakeholders involved in the production and distribution of Personal Protective Equipment (PPE) to support the VA s Medical/Surgical Prime Vendor Program. 

Personal protective equipment, as applied to this Industry Day announcement, means surgical masks, N95 masks, respirator non-surgical masks and powered air purifying respirators and required filters, face shields and protective eyewear, disposable and reusable surgical and isolation gowns, head and foot coverings, and other gear or clothing used to protect an individual from the transmission of disease, excluding gloves

FedRAMP Releases Six Requests for Comment 

The Federal Risk and Authorization Management Program (FedRAMP) published six new Requests for Comment (RFCs) last week. One RFC, titled Retrospective on the Public Comment Process,” seeks feedback from the FedRAMP community on its RFC process and includes background on the requirements RFCs must meet under current rules and regulations. 

The remaining five RFCs focus on updates to FedRAMP’s Rev. 5 process. These updates aim to better align requirements and reduce burden for cloud service providers, including by clarifying continuous monitoring expectations. 


Cyber & Supply Chain Security Committee Meeting- Cyber Update, April 8 

The Coalition’s Cyber & Supply Chain Security Committee is hosting a meeting with Townsend Bourne, Partner at Sheppard Mullin, and Michael Gruden, Partner at Crowell & Moring. They will provide the latest updates on federal cybersecurity policy developments and what they mean for contractors. The meeting will be held virtually on April 8 at 12:00 PM ET.
